The current ruling Cabinet at Croydon Council are raising a stealth tax against private landlords and their tenants, who they are accusing of causing ASB problems in the borough. This is known as landlord licensing. However, there is no training or accreditation involved - in other areas most landlords prosecuted are those without licences, not real rogues. This also criminalises decent landlords & imposes draconian restrictions on tenants' use of their own homes.
